Position Summary:
DPIDG/UNPOG is seeking an individual to develop a Handbook on "Data Governance Legal Framework", grounded in UN DESA's National Data Governance Framework.
Work Assignment
Under the supervision of the Digital Government Branch (DGB) and the Project Office on Governance (UNPOG) of the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (UN DESA), the consultant will be responsible for performing the following tasks:
- To conduct preliminary desk research on existing legal frameworks, policies, and guidelines related to data governance across various countries. This research will focus on identifying innovative practices, common challenges, and innovative solutions in the seven elements mentioned above. The consultant will review relevant literature, including the United Nations E-Government Surveys (2020, 2022, and 2024), academic articles, government reports, and case studies. The objective is to gather comprehensive insights and evidence to inform the development of a robust and inclusive data governance legal framework.
- To develop a handbook based on the findings from the preliminary desk research. This handbook will propose a structured, principles-based framework composed of seven elements and four pillars, addressing policy, institutions, people, process related to digital government. The consultant will ensure that the framework aligns with the principles of SDG 16: Peace, Justice, and Strong Institutions—effectiveness, accountability, and inclusiveness. The handbook will provide practical guidelines and innovative practices for policymakers, aiming to enhance the effectiveness, security, and inclusiveness of data governance initiatives. Additionally, the handbook will include an annex with reference materials to support the implementation of the proposed framework.
Duration of contract
The total work period of the consultant will be from 29 September - 29 December 2025.
