Background
The United Nations Department of Economic and Social Affairs (UN DESA), through its Division for Public Institutions and Digital Government (DPIDG) and its Project Office on Governance (UNPOG), in collaboration with the Department of the Interior and Local Government (DILG) through its Local Government Academy (LGA), the Department of Economy, Planning, and Development (DEPDev), and the Eastern Regional Organization for Public Administration (EROPA), and with the support of the UN Resident Coordinator’s Office in the Philippines, is organizing the Leadership Workshop on Strategic Foresight and AI Nexus for Advancing Anticipatory Governance and Policy Innovation in the Philippines on 29-30 November 2025 in Manila, the Philippines.
The Leadership Workshop responds to the expressed need for capacity development on the nexus between strategic foresight and artificial intelligence (AI) conveyed to UN DESA by the Local Government Academy (LGA) of the Philippines and the Eastern Regional Organization for Public Administration (EROPA). The initiative is a follow up to UN DESA’s 9th Regional Symposium on Effective Governance and AI Transformation, which inspired continued efforts to strengthen public sector capacities in applying strategic foresight for forward-looking and evidence-based policymaking.
Drawing on the outcomes of the 2023 SDG Summit and the 2024 Summit of the Future, the workshop is guided by the 11 Principles for Effective Governance for Sustainable Development and the CEPA Guidance Note on Strategic Planning and Foresight. This guidance emphasizes the critical understanding of foresight and its role in anticipating and addressing future challenges.
The workshop will bring together national and local government officials, technical staff, UN representatives, and international experts. Discussions will focus on the interlinkages between strategic foresight and AI to enhance governance capabilities, advance anticipatory governance, and foster a culture of policy innovation within the public sector. The sessions will be conducted in English.
